Minutes of BHNA Board Meeting

May 3, 2007

 

Chairman Mary Kay Falconer called the meeting to order at 7:30 PM.

 

Attendees included: Bonnie Gaughan-Bailey, Tom Vickers, Philip Froemke, Donna Legare, Mary Kay Falconer, Mike Brezin, Tom Schulte, Andy Fink, Dean Hansen, Gavin Phipps, Michael Chwalik, Vicky Schwartz and guests Winnie and Dave Schmeling.

 

The minutes of the April meeting were approved as distributed.

Treasurer’s Report, May 3, 2007

Presented by Donna Legare and approved by the board. Most of the expenses were for the Family Fun Day, April 29th.

Tom Vickers provided the membership report. 416 households have paid dues. The total funds raised include $2,095 for the Bellamy fund, $1,008 for Partners in Excellence, $734 for the Mansfield fund and $4,455 for dues and unrestricted donations, for a total of $8,292.

 

Tom provided an update indicating that the City has installed benches donated by BHNA in Chittenden Park.

 

Bonnie Bailey and Tom Vickers recently attended a “pandemic tabletop exercise”, sponsored by the Red Cross to heighten neighborhood awareness of a pandemic event.  Several suggestions were made regarding actions which could be taken by BHNA, including:

 

Bonnie distributed “Family Emergency Plan” forms. Bonnie and Tom agreed to work with J.T. to put important information on our website.

 

Mary Kay reported that CONA continues to monitor the subdivision ordinance and an amendment related to RP2 and  multifamily zoning. She agreed to prepare a letter to City Commissioners reminding them of our concern and vigilance and urging the City to preserve neighborhoods in any amendments t the ordinance. Our position is generally to support the Comprehensive Plan and oppose frequent changes to the plan and the subdivision ordinance.

 

The CONA banquet will be held on May 14th. The board agreed to pay for up to two people to attend ($60) on behalf of BHNA. Tom Schulte indicated that he would attend.

 

Philip has prepared a stencil to re-paint the gold portion of the neighborhood markers. He already painted one of the markers (Spruce and Lee) and has agreed to re-paint the lettering on all of them.

 

Guests Winnie and David Schmeling expressed their concerns about undeveloped property at the end of Cline. They think that is possible that a developer could build several houses on the property which is approximately three acres. The Board agreed to be vigilant regarding any plans to develop the site and speak to the issue if and when it comes before the City.  The Schmelings also explained that they have been affected by stormwater run-off from that property and think that the problems they have experienced will be much worse if the property is developed with a high density and without sufficient attention to stormwater management.

 

Mary Kay suggested that the BHNA sponsor an educational forum on stormwater management with City and County staff. Commissioner Debbie Lightsey has voiced interest because of the city and planning watershed planning efforts and Mary Kay will discuss the forum with her and with residents who might be interested in such an event.  The BHNA might locate the event at Harriman Circle.

 

The next board meeting in June will include a tour of the Betton Hills Nature Center, which is behind Ashford Club Apartments. A staff person who has been working on the park-to-park trail will attend and assist with the tour. The meeting time will be posted on the website.

 

There being no further business to come before the board, the meeting adjourned at 8:55 PM.
